What is it for?

The back alley is used to train your Killing Skill. This skill is used to 'whack' people. Meaning to kill them. For every 1 shot you take in the alley is 10 tokens. So depending on your Subscription type and/or how lucky you are, determines how fast you can raise this skill. And it is random, so you could spend an X amount of tokens and not gain anything 1 time and then come back again and raise it 3 or 4 percent. Its just randomly chosen how much you raise per shot taken.
